Delhi PWD Issues Notice to L&T Over Alleged "Design Flaws" in Pragati Maidan Tunnel

The Delhi government’s Public Works Department (PWD) has recently issued a notice to Larsen and Toubro (L&T) concerning purported “glaring infirmities” in the Pragati Maidan tunnel project. The notice, dispatched on February 3, demands a “token amount” of ₹500 crore from the firm and directs immediate repair work initiation.

According to the notice, the project, inaugurated by Prime Minister Narendra Modi on June 19, 2022, aimed to enhance connectivity between central Delhi and its eastern parts, along with satellite towns like Noida and Ghaziabad. However, the tunnel faced recurrent closures during Delhi floods due to waterlogging.

The notice alleges “glaring infirmities” and “design flaws” in the project, notably water accumulation during monsoons, rendering the tunnel non-operational and causing congestion. It emphasized L&T’s sole responsibility for project design and execution.

PWD asserts that L&T’s failure to address public safety concerns violates the agreement terms. Consequently, the notice instructs L&T to deposit ₹500 crore and commence repair works on identified locations. Despite previous appeals, issues remained unresolved for over two months.

The notice highlights discrepancies between the actual construction and intended design, posing potential long-term consequences for public infrastructure. In response, an L&T spokesperson stated the company’s counterclaim of ₹500 crore against PWD.

While affirming its valued relationship with PWD, L&T underscores the necessity of addressing the counter-claim amid ongoing disputes.

The notice signifies escalating tensions between the Delhi government and L&T, shedding light on crucial infrastructure challenges and accountability in public projects. As both parties navigate these issues, the fate of the Pragati Maidan tunnel project hangs in the balance, raising concerns over its long-term viability and safety for commuters.
